Tony Montana in Scarface said first you get the money, then you get the power, then you get the women.
McKee in Story said first you write the step outline, then you write a treatment with no dialogue only subtext, and then you write the script.

I honestly do not recall asking this question, I asked so many that day.

The answer's terrific though. I've heard the guys at Pixar often talk about the way their stories change and grow going through this sprawling process.
