I also find another aspect within the discovery of the step outline is exploration. The continuous exploration of ideas and themes and possibilities can lead you away from your original premise, struggling to find that true reason behind the germ of the idea and why you feel you should be writing it. Sometimes the idea of a story is simply a stepping stone to another idea that is the real one you wanted to write, but just couldn't get to until you sat down and delved into the original germ of inspiration.
