Some mockumentaries are retro-scripted, like CURB YOUR ENTHUSIASM and THIS IS SPINAL TAP, where there is a step outline, with specific turns and setpieces laid down, but what is improvised is the timing and dialogue. But the full story is laid down just as with any other.

The UK version of THE OFFICE is a completely scripted mockumentary. The principles of mockumentary are the same, it's just got a specific style of presentation.
